Because almost all penalties for prostitution are established by state governments, DSW is encouraging allies to persuade their personal state legislators (as opposed to local or federal).

In most states — such as CA, HI, NY, and RI — each voter is represented by two state legislators in their state capitol. But in NH and a few other states, there are often three or more state legislators per voter. In D.C., each voter is represented by six city council members, and in NE, each voter has only one state legislator.
