Decriminalize Sex Work Attends National Conference of State Legislatures

The National Conference of State Legislatures (NCSL) brings together state legislators and legislative staff from all 50 states and U.S. territories annually to collaborate, innovate, and learn. This year’s summit took place in Chicago, and Decriminalize Sex Work (DSW) staff including Legal Director Melissa Broudo, Staff Attorney Becca Cleary, and Development Manager Esme Bengtson traveled to the Windy City to attend.

DSW has attended NCSL annually since 2019 and always receives a warm reception. The conference offers an important opportunity to connect with bill sponsors and champions in our campaign states, as well as legislators from across the country who believe that consensual adult sex work should not be criminalized.

This year, legislators were particularly interested in learning more about how decriminalization can be an effective anti-trafficking strategy, what policies can protect constituents who are most at risk of exploitation, and how they can get involved in efforts to reform outdated sex work laws in their states.

Due to its location in the Midwest, NCSL saw an increased turnout from legislators in Illinois, Wisconsin, Michigan, and Minnesota. This year, the Midwest saw a record number of sex work decriminalization bills introduced, including a decriminalization bill in Illinois and Wisconsin. DSW staff had the opportunity to discuss these bills with their champions and educate interested legislators on how to get involved in decriminalization efforts during the upcoming legislative session.

NCSL also provides a unique opportunity to discuss sex work and anti-trafficking policy with legislators across the political spectrum. These conversations allow DSW to educate legislators on the evidence behind decriminalization, collaborate on shared policy goals, and build relationships that can lead to future partnerships and legislative opportunities. Reaching legislators with diverse political perspectives is an important part of building broader support for policies that improve safety, reduce vulnerability, and protect the rights of people who engage in consensual adult sex work.
